At the pro-sumer level, which it appears you're asking about, Adobe After Effects is the de facto "special effects" package, although there are many, many other custom software packages as well.
AE can be found as part of Adobe's Production Suite, which is their specialized pro-sumer editing solution for everything video, flash, web and just about all digital mediums.
AE, as the name implies, is an effects program. If you're strictly looking for a nonlinear-editing program, you can try Adobe Premiere Pro or Apple Final Cut Pro. These are for video editing, not necessarily effects.
Editors have the ability to do some effects but not as well as an effects program. Effects program allow you to edit somewhat but not as well as full NLEs.
Again, this is the pro-sumer level, which I'd consider the higher end of consumer.

It depends on the OS (Operating System)
Windows:
Windows Movie Maker, Sony Vegas, Adobe After Effects
Mac OS X:
Final Cut Express/Pro, Adobe After Effects, iMovie
There are a ton out there.
