Simple, just put a headband or piece of cloth around the top part of your head. Not like you'd normally wear a headband, but on top. That's what flapper's normally wear.

if you have a crimper, part your hair on one side and crimp it all over (if you dont have one then french braid it the night before). Then you will have waves. after that, sweep your hair into a low/mid messy bun. make sure you let some of the waves loose in the front. wear a headband, barrette or scarf and your set :)
