They're both pretty evil and have intelligence, but I'd say the Joker was more witty while Hannibal was more cunning.

Smarter? Hannibal, hands down.

More evil? ****, that's a hard one. They're both 'mentally ill' and evil, but I'd say Hannibal because he's intelligent, knows how the mind works and has thought out, evil plans. The Joker acts on a whim.

Well, i haven't seen The Dark Knight yet so i will go with Hannibal Lecter...cause i luv Silence Of The Lambs, he played that part like he WAS Hannibal, very well thought out his plans!

Heath Ledger's Joker, he put the whole city of Gotham in fear, and killed many people. He was always 2 steps ahead of Batman. He is super strong, and super intelligent. He knew how people think psychologically, and played with them for just his entertainment. He broke many hearts and made many enemies, he made many people suffer..
Hannibal is a straight psychopath, however he only killed one by one. He didn't make people suffer for too long. Sure he ate people, it just shows he is crazy but at same time he didn't cause as much suffering or much damage. Heath Legder's Joke was only in one movie, and made evil accomplishments in a small time, while Hannibal Lecter had to keep building up, he was in like 4+ movies...imagine Heath Joker causing his damage in those many movies.
